yes ,they are outskirts of Jamestown and Amsterdam.
In our opinion, the quests r different:
Newbie quest :very easy
High level quest : the Monsters are very strong or the player may be involved in PVP.
Player need to find the solution to deal with it.
The requirement of new story-line quest is LV 150 .

Yes PVP is always a possibility in a PVP zone but there are penalties for PVP,
unlike in the arena which is the place for arena rules, not the suburbs of the
two new cities that people would like to be able to do quests and explore on.

YES,if the PVP rule in these arena will disturb lv120 player ,we will cancel it .but the arena is for lv 150 player.

so what you are basically saying is...

At this time IGG only wants 3 or 4 players to be able to complete the 150 quests...
they fewer that complete them the better....
and if players want to volunteer and do the killing so we don't have to create any more monsters... all the better.....

This is all good, probably because we do not plan another update for at least 1 more year...  so we have to make it tough to complete the quests... so people don't get bored. .

We adjust the element of a quest ,in the past ,the element of the quest is only the monster and item ,now we'd like to take the player's behavior into the quest ,increase the players' interaction chance ,
the quest may be not easy for one to complete.but easier for one team to finish.

well at this point 155 is not much without the rank if you're trying to achieve the new gear,

you don't need to go to the new places to talk to someone :P, but one side will give up or both will get bored after a bit of pvp and move on to other tasks.

Only thing that bugs me about it is tornado slash hurting your team mates when you're trying to do quests.

Since when did IGG decide that this game was a PVP game? It is still being marketed as a sailing game. As a pvp game, this game sucks big time. Why not just do away with the pvp penalty and go full pvp? Then we can count the days until the closing of it. Makes it so much easier. This is a niche game, those who do not want pvp but can deal with a little of it. You want to make the game pvp then why not go full pvp and compete with the other 100 of so pvp games out there? I know you are going to say you can put together a team of 4 or 5 and do the quests and kill someone who comes along to try and stop you. WRONG ! ! ! You can't kill something you can't hit, or, that hits you for twice as much as you hit it. Did you think about that? NO. How about they can also put together a team of 4 or 5 and kill you? Did you think about that? NO. Did you think about anything other than we can get more cash from the big IM spenders if we do this? NO. You didn't even think about the little guy who might spend 25 to 50 a week on this game. It's your game, your business, but you are running it into the ground, very quickly now. It's a shame too.

in my opinion, making those arenas to arena rules made it more fair to other people ... or would u like it to be PVP area with penalty ? in that case u would be seeing lots of highest lvl and maxed gear ppl afk at task mobs and Exploration points mobs ... try getting ur kills then ...

u will end up crying here even more than now ... as they have had problems like that in the past ... (had to tp afk ppl back to city to help noobs get tasks done)

this way just kill the afk person and get ur task done ... IF YOU CANT KILL HIM  - CALL SOME1 WHO CAN ! as he said .. its not rly meant to be  soloed

back in the day when Bimini came out .. i personally had to do all tasks with team

if u havent noticed, the game has always been PVP based game ... i would say most of the income comes from huge IM spenders who love PVP ... thrilling, exciting and fun  pvp makes ppl buy more IM ...

Jamestown and New Amsterdam are 2 cities with the strongest and highest lvl mob cities in the game atm ... not meant to be easy for noobs so they could do whole storyline in 2 hours ..  

get stronger and then go make ur tasks solo ? if not, get help, the storyline is short so even when being killed shouldnt take u more than a day or two to complete

in my opinion
no place where players need to complete tasks should be an arena, period.
this is not a pvp game, its a pve game with pvp thrown in haphazardly.

if 1 group decides they dont want to let anyone pass there is nothing that can be done and it cuts off access for everyone else. this isnt how a game like this should be played.
pvp should for the most part be voluntary, not forced on those that dont want it and dont like it.
