I am writing this now because I happened to be doing something with the subject.. and will bump it at a later date.

IGG uses GMT or GMT-5 time stamps;
GMT is England Winter hours... so GMT- 5 is EAST Coast USA Winter hours

Sunday, October 28, 2018, 3:00:00 am clocks are turned backward 1 hour to
Sunday, October 28, 2018, 2:00:00 am local standard time instead.


USA, Canada time change:
Nov 4, 2018 - Daylight Saving Time Ends
When local daylight time is about to reach
Sunday, November 4, 2018, 2:00:00 am clocks are turned backward 1 hour to
Sunday, November 4, 2018, 1:00:00 am local standard time instead.


***Southern Hemisphere***
The Brazilian authorities have moved the beginning of Daylight Saving Time (DST) from November 4 to November 18, 2018 to avoid interference with a nationwide university exam.

(Europe) Last Clock Change Might Be in 2019
On September 12, 2018, the European Commission issued a draft directive which proposes a set of rules for the abolishment of seasonal clock changes in the European Union.
If approved, the last EU-wide clock change would be on Sunday, March 31, 2019. Each member state would then have the chance to decide if they stay on “summer time” (DST]) year-round or change their clocks once more on Sunday, October 27, 2019 to observe permanent standard time in subsequent years.
Meanwhile, European Commission President Jean-Claude Juncker emphasized again that “clock-changing must stop,” adding, “member states should themselves decide whether their citizens live in summer or winter time.”
